Urban Mobility in the Region of Murcia

The purpose of this project arises from the need to review and update the municipality of Murcia and its neighbouring districts. The municipality of Murcia has had a Sustainable Urban Mobility Plan since 2014, which established certain objectives and action measures in the following areas:
- Public transport.
- Pedestrians and cyclists.
- Traffic and circulation.
- Parking.
- Urban distribution of goods.
- Mobility management.
Since December 2021, Murcia City Council has assumed responsibility for the management of urban transport between the city of Murcia and its districts, implementing the New Public Transport Network Service Project. In addition, the National Government has adapted other measures such as the implementation of new Bus Rapid Transit lines through the construction of lanes and platforms intended exclusively for collective passenger transport, or the measures contained in the Recovery, Transformation and Resilience Plan.
The reactivation of the project to extend the tram line to the Carmen railway station, the future Carmen station, the burying of the railway, the substantial modification of the urban bus network, the forthcoming arrival of the AVE to the city and the service that this entails for the municipality are some of the elements that are causing the need for a review and restructuring of the (PMUS). In addition to the above, the City Council is working to implement an intelligent system applied to transport. As well as the use of technologies and communication (ICT). For the development of the project, the UTE will take into account the following documents which, as detailed in the specifications, are essential for the execution of the service:
- Sustainable Urban Mobility Plan of Murcia City Council.
- MITMA's Safe, Sustainable and Connected Mobility Strategy 2030.
- Spanish Sustainable Mobility Strategy 2011
- European Union Transport White Paper 2011.
- European Strategy for Sustainable and Intelligent Mobility 2021.
- Service project for the new Murcia 2021 urban bus public transport network.
- Projects for the network of platforms reserved for bus lanes and cycle lanes put out to tender by Murcia City Council.
For the new SUMP of the municipality of Murcia, the UTE will focus on meeting the following objectives:
- Study and characterisation of the traffic on the main arteries of the municipality of Murcia, the latest traffic studies carried out in the city of Murcia should be completed.
- Traffic control and management measures and road network structure.
- Parking management and regulation measures.
- Measures to promote collective transport.
- Measures aimed at persons with reduced mobility.
- Measures to recover public space: network of itineraries and protected areas for pedestrians and cyclists, network of bicycle parking areas and, in general, promotion of non-mechanised mobility.
- Measures to improve the distribution of goods.
- Measures for the integration of reduced mobility.
- Measures for the integration of mobility in urban planning policies.
- Measures to improve environmental quality and energy saving.
- Measures to improve road safety for all road users.
- Relying on ICTs to monitor and control mobility-related parameters.
- Implementation of a geographic database and the development of a geographic information system to exploit this database.
